Hara Guharai is a recurring antagonist of the Course Books. She first appears in Falling Dragon in volume II, The Road to War. Her name is in the Scholar language and means "evil-minded one", but like Hiruma No Imma, it essentially means she is more evil than anyone else.
Hara is a demon.
